Among the numerous obligations RTOs face post-registration—annual declarations, AVETMISS reporting, marketing compliance—validation is often the most dreaded.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.

The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.

We must adhere to the standards by conducting two types of validation.

The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.

The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.

It indicates that validation occurs both before and after the assessment. The focus here is on the first type: assessment tool validation.

An Overview of the Two Types of Assessment Validation

Comprehending Assessment Validation

As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.

Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

This article will focus on assessment tool validation.

Methods for Conducting Assessment Tool Validation

Having discussed the two types of validation, let’s delve into assessment tool validation.

Best Times to Conduct Assessment Tool Validation

The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- resources are updated
- new training products are added on scope
- your course gets reviewed against training product updates
- identify your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Which Training Products to Validate?

Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.

Essential Resources for Assessment Tool Validation

Educational Materials

As you validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.

Team for Validation

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

The members of your validation panel must collectively have:

Relevant vocational competencies and industry skills for the unit being validated

Recent knowledge and skills in vocational teaching and learning

One of these training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates can be found online. These tools often have validators review the tools as a whole to verify if they meet the principles of assessment.

While such templates facilitate validation, they often result in judgment errors because there’s insufficient space for comments on each assessment item.

A more detailed template is highly recommended for inspecting each unit requirement and the assessment items that align with them. Below is an example:

Assessment Principles
Fairness – Are equal opportunity and access ensured for everyone in the assessment process?

Flexibility – Are multiple options available in the assessment to demonstrate competence based on different needs and preferences?

Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce consistent results every time, regardless of who conducts the training? Will different assessors make the same decision on skill competence?

Fundamental Rules of Evidence

Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Do the assessment tools mirror current units of competency and modern industry practices?

Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.

To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:

Practice What You Preach

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

change diapers

prepare bottles, bottle-feed babies, and clean equipment

solid foods preparation and feeding babies

respond properly to infant signs and cues

settle babies for sleep and prepare them

monitor and promote age-appropriate physical exploration and gross motor skills

Having students describe the process of changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent

Pay attention to lists. As noted earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Give More Specificity

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What type of information can be included in a work package?

The answer can include:

Necessary resources

Relevant expenses

Activity duration

Appointed roles and responsibilities

If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:

Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.

Possible answers could include, but click here are not limited to:

Weather conditions – isolation of the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering

People – isolation, engineering, administration

Structural hazards – substitution, isolation, engineering controls

Chemical hazards – isolating, engineering, administration

Equipment or machinery – isolating, engineering, administration

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” However, such guarantees require you to wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant approach.
